It's intentional but I think Jason is making it optional in the next release. I use Pepper 4.0.6 which leaves the accelerator open untill you select one of the items or press escape. I like this behaviour better and I think it's what you want too.

I haven't noticed these problems but it is likely a bug. I guess the list PHP functions needs to be updated.

I would like a Swedish version; the Windows version is available in German and Dutch so this would probably work for the Mac version too.
